The Simón Rodríguez National Experimental University (UNESR) is a public university in Venezuela. It has 21 nuclei in different Venezuelan cities. Its main headquarters are located in Caracas. UNESR was created by presidential decree No. 1,582, dated January 24, 1974, as an alternative for higher education in Venezuela. Initially, it was proposed to build a curriculum development strategy that would allow the student enrollment to be expanded in stages and to design experimental formulas aimed at exploring ways to solve three essential questions in university problems: Attention to a greater number of students with lower cost rates.

Creation of own and developed sources of income, destined to achieve a high percentage of financing.
